Description
The Phantom Directorate is a fraternal society that transcends all allegiances and boundaries. Founded by the enigmatic January Rourke, it is a clandestine society bound together by codes of honor and secrecy. Its existence goes unknown, its name barely a whisper on the night wind, but its power and influence shall spread ever larger, like a twilight shadow.
Goals and Policies
The Phantom Directorate is first and foremost a fellowship of mutual support and united strength. It is a secret organization that is only known about by its members, and therefore encompasses people of all allegiances, including members who overtly belong to other gangs and groups.
The organization's goal is at this point simple: to accumulate the wealth and influence needed in order to survive this violent world. One tool it shall use heavily for carrying out this goal is the black market. The Phantom Directorate deals in the trafficking of contraband of all sorts, and makes it available to the people of PHS #42 and the surrounding areas.
Black Market
In the near future, a list of the contraband items the Phantom Directorate deals in will be made available. These items are not staff-sanctioned, and therefore their use will be valid on a thread-by-thread basis. This means that all participants in a thread must agree beforehand to mutually recognize black market items as legitimate. And anyone who doesn't is a pansy; the black market won't be hard to access and will have its own currency. All deals will be made In-Character, and deals will be made in separate encounters from the actual exchange, as goods are not typically carried around and are instead stored somewhere safe until purchased, when they are then delivered.
Joining
Since the Phantom Directorate is a clandestine organization, the only people who know about it are its members. Do not arbitrarily pretend your character has heard of it otherwise, because they haven't. If you wish for your character to join, send a PM to a member and a thread will be set up where they are offered admittance by a current member.
Perks of membership will be a regular allowance of the secret currency of the Phantom Directorate for use in purchasing your own black market items. For a limited time (until I run out of money), your character will also be gifted a legitimate Small Tattoo from the official item shop, but it must be in the shape of the Gang Emblem; you must put the picture in your item slot as well as a link to the gang page.
Business as Usual
As a member, when posting anything even vaguely related to gang business, you must turn that text the color of the background.

Jim walked into the park and sat down on a bench. Another student is sitting there, facing the other way, but he pays no heed. He pulls a newspaper from his pocket and begins to scan the classifieds page. Damn he needs a job.
Behind the newsaper he reaches a hand inside his jacket and digs out a manilaenvelope, which he places on the bench between him and the other student. He does this in a very calm and natural way, and the gesture passes as unremarkable to any observer. he keeps his hand on it though. "Password?" he says quietly.
Jim shakes his newspaper and turns a page. The weather is nice now, but some dark clouds suggest rain in the near future. For now though, he is content to simply enjoy the open air and idly scan the obituaries.
